Head, Observing Networks and Measurement Division
DUTIES AND RESPONSIBILITIES
Under the overall guidance of the Director of the WIGOS Branch in the Infrastructure Department, the incumbent will manage the Observing Networks and Measurement Division, which coordinates scientific and technical aspects of the overall development, planning, design, standardization, implementation and efficient operation of the WMO Integrated Global Observing System (WIGOS), with a particular focus on the observing networks and techniques for weather and climate-related applications.
In particular, the incumbent will perform the following duties:
(A) Directly lead a secretariat team and contribute to the following areas of work in support of the Commission for Observations, Infrastructure and Information Systems (INFCOM)'s Standing Committee on Earth Observing Systems and Monitoring Networks (SC-ON):
· Coordinate and support the overall work of SC-ON;
· Coordinate and support the WIGOS Rolling Review of Requirements for Observations, for all WMO application areas - including liaising with the Commission for Weather, Climate, Hydrological, Marine and Related Environmental Services and Applications (SERCOM) to collect user requirements for observation network characteristics for different uses, particularly to the needs related to monitoring of the priority hazards of the UN Early Warnings for All initiative;
· Promote the integration of WIGOS component observing networks and those of co-sponsors and partners;
· Coordinate and support the Global Observing System (GOS) of the World Weather Watch;
· Coordinate and support the implementation of the Global Basic Observing Network (GBON) and its compliance monitoring;
· Provide technical support and guidance to Systematic Observations Financing Facility (SOFF) partners (secretariat, peer advisors, Implementing Entities and beneficiary countries), in order to gradually close global network gaps;
· Coordinate and support the process for the design of the Regional Basic Observing Network (RBON), the compliance monitoring of RBON, and provide assistance to the Regional Associations regarding the implementation of RBON as appropriate;
· Contribute to the improvement of observing network monitoring tools (availability and quality) and help develop network design tools;
· Foster compliance of Members with WIGOS technical regulations and standards through compliance monitoring using WIGOS tools, and coordinate, develop and maintain the network of regional WIGOS Centres (RWCs);
· Promote national implementation of WIGOS, provide support to capacity development projects for the WIGOS aspects, and provide training as appropriate;
(B) Provide general support to the following areas of work in support of INFCOM's Standing Committee on Measurement, Instrumentation and Traceability (SC-MINT):
· Support Members with application of observing technologies including evaluation and adoption of new observation technologies;
· Support Members work to assure accuracy and traceability of observations;
· Promote environmental sustainability of observations;
· Maintain close technical liaison with the Bureau International des Poids et Mesures (BIPM);
· Foster compliance of Members with WIGOS technical regulations and standards, and coordinate, develop and maintain the network of Regional Instrument Centres (RICs);
· Promote national implementation of WIGOS measurement standards, provide support to capacity development projects for the WIGOS aspects, and provide training as appropriate;
(C) Support and strengthen the partnerships for aircraft-based observing networks:
· including the AMDAR programme and the WMO-IATA Collaboration on the AMDAR programme (WICAP);
· Maintain close technical liaisons with the appropriate international organizations and bodies;
(D) Work in teams across WMO to foster:
· Integration of observations in partnership with external organizations and communities;
· Wide participation in the development of requirements, delivery, monitoring, and feedback/review of WIGOS;
(E) Provide support to bodies established by the WMO Congress and the Executive Council (EC) on aspects related to WIGOS as appropriate, and provide technical support to the WMO constituent bodies on all aspects related to the GOS;
(F) Maintain relevant WMO Manuals, Guides and guidelines, WIGOS Technical Documents, and prepare relevant scientific and technical reports, studies and documents;
(G) Carry out other relevant duties as required.
QUALIFICATIONS
Education
Advanced university degree (Master's degree or equivalent degree) in meteorology and/or physics, climatology, engineering or mathematics with subsequent specialization in meteorology.
Experience
At least 10 years of national and international progressively responsible experience in a National Meteorological or Hydrological Service, of which at least five years in a senior post. Experience in the management of hydro/meteorological in-situ and/or surface-based remote sensing observing systems and networks, and in the use of observations for forecasting and/or service delivery; good knowledge of the WMO Integrated Global Observing System (WIGOS); good familiarity with WMO, in particular its World Weather Watch and its sub-systems, including good experience in the working practices of WMO Technical Commissions.

Data Analyst
DUTIES AND RESPONSIBILITIES
Monitoring, Evaluation, Risk and Planning (MERP) Unit, 50% :
Under the supervision of the Chief of MERP Unit, the incumbent will perform the following duties:
1) Design, maintain and continuously improve a monitoring data management framework as well as technically optimize the monitoring database to facilitate use, sharing, storage and retrieval;
2) Process, analyze and provide data quality assurance for organizational monitoring data;
3) Develop visuals, reports, dashboards and set up innovative, user-driven, interactive data presentation formats;
4) Carry out other duties, as required.
SOFF Secretariat, 50% :
Under the supervision of the SOFF Programme Management Officer, the icumbent will perform the following duties:
1) Monitor, maintain and countinously improve the SOFF operations database;
2) Develop the SOFF internal dashboard to monitor SOFF operations and support the reporting function of the SOFF Secretariat;
3) Support continuous update of the SOFF website and the correspond SOFF external dashboard;
4) Analyze data related to the Global Basic Observing Network (GBON), SOFF implementation progress, and other types of data as needed;

Strategic Communication Officer
DUTIES AND RESPONSIBILITIES
Under the direct management of the Chief of Communications and Partnerships and working closely with the web officer, social media officer and the designer the Strategic Communications Officer will:
(a) Communication, Advocacy and Fundraising implementation plan:
Coordinate the development of the communication and advocacy pillar/component of the GEO post-2025 implementation plan;
Establish and coordinate the GEO communication champions network;
Provide support on establishing a GEO youth champions network.
(b) Media Relations
Establish and maintain liaison with regional and international media houses and dissemination platforms;
Produce topical articles, Op-Eds and other communication products;
Identify outreach and media opportunities, write related press releases and media advisories as well as disseminate to broad and up-to-date mailing list;
Track and promote media coverage of high impact/visibility activities.
(c) Publicity and External Communications
Liaise with various stakeholders to ensure a coherent approach to GEO communication initiatives;
Develop a living data base of target groups, relevant messages, channels and key products for effective visibility and impact of the GEO key activities;
Widely disseminate news/content through the following channels: the website and social media accounts;
Oversee the design, video-production and the development of various content/products;
Catalogue and build an active audio-visual storage and library (press releases, articles, videos) containing all materials;
Finalize and coordinate the dissemination of the GEO brand book;
Ensure adherence by GEO community to the GEO brand book and visibility guidelines.
(d) Writing and editing
Research and write content on a wide range of strategic issues/topic of concern to GEO, including speeches, newsletter emails, presentations and talking points.

Develop and implement targeted campaigns to support and deliver on GEO institutional objectives.

Scientific Officer
DUTIES AND RESPONSIBILITIES
Under the guidance of the WMO Integrated Global Observing System (WIGOS) branch director, supported by the WMO Information System (WIS) branch, and direct supervision of the WIGOS Scientific Officer, within the Measurement, Quality and Compliance (MQC) Unit of the Observing Networks and Measurement (ONM) Division, and in close collaboration with the Members Services and Services departments and other entities in the WMO Secretariat, such as the Regional Offices, the incumbent will perform the following duties:

Assistant Programme Officer
DUTIES AND RESPONSIBILITIES
Under the overall supervision of the SOFF Programme Management Officer, the incumbent will perform the following duties:
1) Support the operations team in coordinating, monitoring and supporting the operational partners in the implementation of the SOFF Readiness and Investment activities to ensure quality delivery;
2) Support the review and quality assurance of SOFF Readiness and Investment Funding requests;
3) Liases with the WMO Technical Authority to support and track the screening of the Readiness outputs;
4) Maintain and continuously update the SOFF operations database and monitor implementation progress;

Associate Programme Officer
DUTIES AND RESPONSIBILITIES
Under the overall supervision of the SOFF Programme Officer, the incumbent will perform the following duties:
1) Assist the SOFF operations team in facilitating SOFF operations activities, with a focus on providing direct support to the operational partners;
2) Support the communication with and provides guidance to SOFF peer advisors and SOFF beneficiary countries in the preparation of SOFF Readiness Funding Requests;
3) Facilitate cooperation between SOFF peer advisors and SOFF Implementing entities as countries move to the Invesment Phase. Provide guidance and support for Implementing Entities in the formulation of Investment Funding Requests and explore opportunities for blending financing with ongoing projects and programmes;
4) Support the review and quality assurance of SOFF Investment Funding Requests and the review of project budgets;
5) Support the consultations with SOFF partners to capture lessons learned from the first SOFF implementation period;
6) Contribute to the update of the SOFF Operational Manual and SOFF Operational Handbook;

Associate Advocacy and Communications Officer
QUALIFICATIONS
Education
Advanced university degree (Master's degree or equivalent) in communication, public administration, social or political sciences, international relations, climate change or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Experience
A minimum of two years of professional experience in the area of climate change. Professional experience in communications and knowledge about the UNFCCC intergovernmental process, the work of the United Nations on climate change issues and knowledge about international climate finance desirable.
Experience in an international work environment or a development bank is an advantage.
Other requirements
Demonstrated ability to plan, organize and manage multiple workloads.
Knowledge of social media and ability to produce and design tailored communication material and multimedia products. DUTIES AND RESPONSIBILITIES
Role:
GEO is seeking a Strategy Implementation Plan Lead who will be responsible for translating GEO's post-2025 strategy into an implementation plan and managing the development of the components of this implementation plan. Reporting directly to the Secretariat Director and working closely with GEO Secretariat staff, GEO governance bodies, and the GEO Community, the lead will:
Act as a project manager for the development of the implementation plan, including creation of a plan of action with milestones;
Implement and manage multiple parallel processes and ensure the timeliness and quality of deliverables;

سكرتارية SOFF 50%:
تحت إشراف مسؤول إدارة برنامج SOFF، سيقوم شاغل الوظيفة بالمهام التالية:
1) مراقبة قاعدة بيانات عمليات SOFF وصيانتها وتحسينها بشكل مستمر؛
2) تطوير لوحة القيادة الداخلية لـ SOFF لمراقبة عمليات SOFF ودعم وظيفة إعداد التقارير لأمانة SOFF؛
3) دعم التحديث المستمر لموقع SOFF الإلكتروني ولوحة التحكم الخارجية لـ SOFF المقابلة؛
4) تحليل البيانات المتعلقة بشبكة المراقبة الأساسية العالمية (GBON)، والتقدم المحرز في تنفيذ SOFF، وأنواع أخرى من البيانات حسب الحاجة؛
5) دعم إعداد المستندات مثل التقارير ووثائق القرارات والأوراق الاستراتيجية والعروض التقديمية وما إلى ذلك من خلال توفير تصورات للبيانات باستخدام Microsoft Excel وCanvas؛

تحت الإدارة المباشرة لرئيس الاتصالات والشراكات والعمل بشكل وثيق مع مسؤول الويب ومسؤول وسائل التواصل الاجتماعي والمصمم، سيقوم مسؤول الاتصالات الاستراتيجية بما يلي:
(أ) خطة تنفيذ الاتصالات والدعوة وجمع الأموال:
تنسيق تطوير ركيزة/مكون الاتصال والدعوة لخطة تنفيذ توقعات البيئة العالمية لما بعد 2025؛
إنشاء وتنسيق شبكة أبطال الاتصالات في GEO؛
تقديم الدعم لإنشاء شبكة أبطال الشباب في GEO.
(ب) العلاقات الإعلامية
إنشاء والحفاظ على الاتصال مع وسائل الإعلام الإقليمية والدولية ومنصات النشر؛
إنتاج مقالات موضوعية ومقالات افتتاحية ومنتجات اتصال أخرى؛
تحديد فرص التواصل والإعلام، وكتابة البيانات الصحفية والاستشارات الإعلامية ذات الصلة، بالإضافة إلى نشرها على قائمة بريدية واسعة ومحدثة.
تتبع وتعزيز التغطية الإعلامية للأنشطة عالية التأثير / الرؤية.
(ج) الدعاية والاتصالات الخارجية
الاتصال بمختلف أصحاب المصلحة لضمان اتباع نهج متماسك لمبادرات اتصالات توقعات البيئة العالمية.
تطوير قاعدة بيانات حية للمجموعات المستهدفة والرسائل ذات الصلة والقنوات والمنتجات الرئيسية من أجل الرؤية الفعالة وتأثير الأنشطة الرئيسية لتوقعات البيئة العالمية؛
نشر الأخبار/المحتوى على نطاق واسع من خلال القنوات التالية: الموقع الإلكتروني وحسابات وسائل التواصل الاجتماعي؛
الإشراف على التصميم وإنتاج الفيديو وتطوير المحتوى/المنتجات المختلفة؛
فهرسة وإنشاء مخزن سمعي بصري نشط ومكتبة (نشرات صحفية ومقالات ومقاطع فيديو) تحتوي على جميع المواد؛
الانتهاء من وتنسيق نشر كتاب العلامة التجارية GEO؛
ضمان التزام مجتمع GEO بكتاب العلامة التجارية GEO وإرشادات الرؤية.
(د) الكتابة والتحرير
البحث وكتابة المحتوى حول مجموعة واسعة من القضايا الإستراتيجية / الموضوع الذي يهم GEO، بما في ذلك الخطب ورسائل البريد الإلكتروني الإخبارية والعروض التقديمية ونقاط الحديث.
(هـ) الحملات
تطوير وتنفيذ حملات مستهدفة لدعم وتحقيق الأهداف المؤسسية لـ GEO.
(و) تخطيط الأحداث وتنفيذها
توفير دعم الاتصالات لتنظيم وتنفيذ ندوة توقعات البيئة العالمية؛
تقديم الدعم الاتصالي لتنظيم وتنفيذ أسبوع جيو 2025.
(ز) تنمية القدرات
تنظيم وتقديم ورش عمل حول كتاب العلامة التجارية GEO الجديد.
المسؤول العلمي
الواجبات والمسؤوليات
بتوجيه من مدير فرع النظام العالمي المتكامل للرصد (WIGOS)، وبدعم من فرع نظام المعلومات (WIS) التابع للمنظمة (WIS)، والإشراف المباشر على الموظف العلمي للنظام WIGOS، داخل وحدة القياس والجودة والامتثال (MQC) التابعة لقسم الرصد. شعبة الشبكات والقياس (ONM)، وبالتعاون الوثيق مع إدارات خدمات الأعضاء وخدمات الأعضاء والكيانات الأخرى في أمانة المنظمة (WMO)، مثل المكاتب الإقليمية، سيؤدي شاغل الوظيفة المهام التالية:

(ج) المشاركة في استعراضات وتقييمات قدرات الرصد وتبادل البيانات الوطنية، من حيث الامتثال للوائح التقنية للنظام العالمي المتكامل للرصد (ونظام معلومات المنظمة (WIS) ذي الصلة)، بما في ذلك المتطلبات الخاصة بشبكة الرصد الأساسية العالمية (GBON) وشبكات الرصد الأساسية الإقليمية ( ربون)؛
(د) المساعدة في وضع وتنفيذ استراتيجيات الرصد الوطنية، فضلاً عن خطط تنفيذ النظم العالمية المتكاملة للرصد (ونظام معلومات المنظمة) والمشاريع الوطنية ذات الصلة، من أجل تعزيز قدرات الرصد الوطنية والإقليمية؛
(هـ) تعزيز ودعم مواصلة تطوير المواد التدريبية ذات الصلة بالنظام WIGOS (ونظام معلومات المنظمة WIS)، على سبيل المثال، من خلال بوابة التعلم الخاصة بالنظام WIGOS، والأحداث التدريبية، مثل حلقات العمل والندوات عبر الإنترنت، لا سيما بشأن وظائف المراكز الإقليمية للنظام WIGOS وأدوات النظام WIGOS؛

5) دعم المشاورات مع شركاء SOFF للحصول على الدروس المستفادة من فترة تنفيذ SOFF الأولى؛
6) المساهمة في تحديث الدليل التشغيلي لـ SOFF والدليل التشغيلي لـ SOFF؛
7) أكمل المهام الأخرى كما هو مطلوب.

تعليم
درجة جامعية متقدمة (درجة الماجستير أو ما يعادلها) في الاتصالات أو الإدارة العامة أو العلوم الاجتماعية أو السياسية أو العلاقات الدولية أو تغير المناخ أو المجالات ذات الصلة. قد يتم قبول شهادة جامعية من المستوى الأول مع الخبرة المؤهلة بدلاً من الشهادة الجامعية المتقدمة.
خبرة
ما لا يقل عن سنتين من الخبرة المهنية في مجال تغير المناخ. الخبرة المهنية في مجال الاتصالات والمعرفة حول العملية الحكومية الدولية لاتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ، وعمل الأمم المتحدة بشأن قضايا تغير المناخ والمعرفة حول التمويل الدولي للمناخ أمر مرغوب فيه.
تعتبر الخبرة في بيئة عمل دولية أو في بنك التنمية ميزة.

دور:
يبحث GEO عن قائد خطة تنفيذ الاستراتيجية الذي سيكون مسؤولاً عن ترجمة استراتيجية GEO لما بعد 2025 إلى خطة تنفيذ وإدارة تطوير مكونات خطة التنفيذ هذه. تقديم التقارير مباشرة إلى مدير الأمانة العامة والعمل بشكل وثيق مع موظفي أمانة GEO وهيئات إدارة GEO ومجتمع GEO، سيقوم القائد بما يلي:
