1.قائد فريق

إدارة جانب الطلب والبنية التحتية الاجتماعية ومصادر الطاقة المتجددة وكفاءة الطاقة (DESIREE) هو برنامج مدته 5 سنوات تم وضعه بين بنك الاستثمار الأوروبي ومفوضية الاتحاد الأوروبي من خلال DG INTPA. DESIREE هو تدخل برنامجي يعالج القطاعات التالية: كفاءة الطاقة ، كهربة البنية التحتية الاجتماعية والطهي النظيف. ستنفذ المساعدة الفنية دعمًا مخصصًا يتناسب مع أهداف واحتياجات محددة للنظراء في 5 إلى 8 دول في إفريقيا وآسيا وأمريكا اللاتينية .

• مهارات واسعة في إدارة المشاريع وخبرة سابقة كقائد فريق في إدارة مشاريع أو برامج مساعدة فنية أكبر بشأن تنفيذ المشروع وتنسيق الأنشطة عبر العديد من البلدان ؛
• مهارات صياغة واتصال ممتازة.

خبرة مهنية محددة:

GFA jobs and their details:

1. Team leader

Demand Side Management, Social Infrastructure, Renewables and Energy Efficiency (DESIREE) is a 5-year program developed between the European Investment Bank and the European Union Commission through DG INTPA. DESIREE is a programmatic intervention that addresses the following sectors: energy efficiency, electrification of social infrastructure and clean cooking. The TA will implement customized support tailored to the specific goals and needs of counterparts in 5 to 8 countries in Africa, Asia and Latin America.

The support required may include preparation and review of full project documentation (i.e. among others technical feasibility including demand and option analysis, energy market reform, economic and financial analysis, environmental impact assessment, feasibility studies, climate risk and vulnerability assessments, social impact assessments, institutional feasibility, project management mechanisms and procurement strategy) or implementation (i.e. preparation and review of detailed designs and bidding documents, energy efficiency studies, network evaluation, etc.).

Also, support may refer to other areas necessary to prepare for financing and feasibility studies (eg: sector strategies, master plans, national tariffs, unit cost studies, etc.). Services may also be required to deliver capacity building activities for country counterparts and for horizontal issues (including those affecting more than one project or more than one country), such as gender and climate change related activities.

Job title:

The Team Leader will be responsible for the overall planning and execution of the project including: timely submission of required reports, coordinating all project activities and aspects, organizing and supervising all project management matters, leading the formulation of strategic documents resulting from the project and managing the team of experts.

The Team Leader is also responsible for presenting the project deliverables to the relevant stakeholders, the beneficiary country government and the contracting authority within the agreed timeline.

qualifications

University degree in Engineering, Economics, Finance or any other related field;

Fluency in English and working knowledge of French. Knowledge of Spanish is an asset;

Demonstrated communication skills (experience of liaising with high-level stakeholders such as industry, financial institutions, investors, donors, and government);

Extensive project management skills and previous experience as a team leader in managing larger technical assistance projects or programs on project implementation and coordinating activities across several countries;

Excellent drafting and communication skills.

Specific professional experience:

At least 10 years of experience preparing and implementing EE&RE projects including the following: Establishing and supporting operations of Super-ESCOs (Energy Service Companies); demand-side management (DSM) through utility companies; Mechanisms to de-risk and attract investment supporting private sector business models for rural electrification and clean cooking;

Proven experience in relation to energy sector policy and regulatory framework;

Previous work experience with EIB/EC funded projects, or other financial institutions such as EBRD, AfDB, ADB, KfW, AFD, Word Bank, CAF, USAID;

Proven work experience in Asia, Africa and/or Latin America
