Social Infrastructure Investment Director
Functional Responsibilities
- Support the transition from transaction execution into delivery and operations where required.
- Act as the primary escalation point for complex commercial, investment, and stakeholder issues.
- Ensure compliance with RCU governance frameworks, investment policies, and approval processes.
- Lead cross-functional coordination across sector teams, legal, finance, and technical functions.
- Guide negotiations on key commercial and investment terms prior to final approvals.
- Oversee bid evaluation outcomes and endorse final recommendations on preferred bidders and partners.
- Ensure tendering processes are competitive, transparent, and aligned with RCU governance and bylaws.
- Provide executive oversight of RFI, RFP, and tendering processes for social infrastructure projects.

Job Requirements
- Bachelor’s Degree in Finance, Economics, Accounting, or a related field. (Master’s Degree preferred).
- 14 years of relevant experience.
- Demonstrated experience working with national PPP units, central government stakeholders, and multi-advisor transaction environments.
- Written and Oral proficiency of Arabic & English languages.
- Excellent communication skills.
- Time management and organization skills.
- Familiarity with standards, regulations, best practices, and performance standards.

Transactional Manager
Managerial Responsibilities
- Provide input to the sector’s strategy from the Department's or Section's perspective in line with RCU overall vision and mission.
- Develop the Department's or Section's objectives, KPIs, annual operational plans and ensure plan execution is meeting the targets.
- Contribute to the preparation of the Department's or Section's annual budget and monitor the financial performance of the Department or Section.
- Implement and execute the Department's or Section's policies and procedures.
- Oversee the overall performance of the section and ensure KPI’s are well developed, cascaded, communicated and monitored.
- Ensure effective staffing, professional development and deployment of staff of the Department or Section in consultation with the Sector Executive or (Executive) Director.
