1. Senior QA/QC Engineer
We envisage success in this role to include;
- Contributing to and facilitating best practice QA/QC procedures and develops monitoring programs for inspection, testing, sampling and training.
- Assisting and supporting contract administration, quality control and the development / improvement of quality assurance policies and procedures.
- Assisting in the initiation of appropriate QA support, materials and processes for the construction team.
- Assisting with regular audits/surveillance to ensure compliance with procedures.
- Assisting Core Team (Technical) Staff with QA/QC Inspection Procedures in order to meet specifications and overall project quality requirements."
- Assisting in the review of all Contractors quality/testing submissions.
- Witnessing of sampling and testing.
- Monitoring the NCR/SOR system.
- Reviewing QA/QC Procedures and document control as submitted by the consultants and contractors and ensures implementation is in compliance with Contracts requirements.
- Attending activities on site and ensure their compliance with QA/QC procedures Monitors Quality Management Plan implementation through Quality Control procedures and report findings to the Client.
- Managing, administering and maintaining records of project wide quality systems implementation.
- Performing as coordinator and facilitator to ensure Consultants and Contractors implement their quality systems in accordance with the project QA/QC contracts requirements and specifications.
- Reporting any Quality issues that might have a counter effect on time or cost of the project in a timely manner.
- Participating in reviewing Close-Out Report as submitted by Contractors. Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within the organisation, and ensures continued compliance with these requirements.
- Performing daily monitoring on plant and equipment present on site, including liaising closely with the HSE department for issues of concern.
- Assisting the PMC operations team with method statement, ITP and material reviews.
- Participating in punch lists, testing and commissioning monitoring and verification.
- Providing written weekly and/or ad hoc quality reports to the quality manager and project manager.
2. Operations Project Manager

- Resource Planning & Mobilization
- Support the Project Directors and senior leadership team in developing and maintaining the project resourcing plan aligned to programme phases, milestones, and package priorities.
- Maintain oversight of staffing requirements, ensuring the project team structure (core team and package teams) remains fit-for-purpose as scope and sequencing evolve.
- Coordinate mobilization plans for new phases, including onboarding timelines, role start dates, and specialist surge requirements.
- Identify resourcing risks (gaps, overlaps, delayed starts, constrained approvals) and escalate early with practical mitigation options.
- Project Coordination & Operational Planning
- Support day-to-day operational planning across workstreams and packages, ensuring coordination between leadership actions, programme demands, and workforce availability.
- Track project roles, assignments, reporting lines, and team allocations across disciplines and subcontracted support where applicable.
- Maintain coordination workflows to support consistent team communication, meeting cadences, decision logs, and reporting rhythms.
- Workforce Tracking, Utilization & Capacity Support
- Maintain resource trackers, staffing schedules, mobilization/demobilization plans, and team capacity summaries, ensuring accurate and up-to-date reporting for leadership.
- Monitor workload distribution across disciplines and packages and support leadership with capacity planning and team optimization.
- Support alignment between recruitment activity, internal transfers, and actual programme need, reducing idle time and avoiding under-resourcing during critical periods.
- Stakeholder Coordination (Internal)
- Coordinate with HR, recruitment, and functional leadership to progress hiring requests, internal nominations, approvals, and onboarding.
- Liaise with discipline leads (design management, construction management, commercial, HSE, QA/QC, project controls) to confirm short-term and medium-term resourcing needs.
- Support the leadership team with staffing updates, organizational charts, role clarity, and changes to project team structure.
- Reporting & Leadership Support
- Prepare resource dashboards, weekly/monthly staffing updates, and operational planning summaries for senior stakeholders.
- Support preparation of leadership materials (org charts, role matrices, onboarding plans, staffing justifications) for client, internal governance, and programme reporting.
- Maintain documentation that supports continuity and transparency across staffing decisions and mobilization actions.
3. Executive Director – PMCM Services

- Business Leadership & Financial Performance
- Lead the PMCM/Construction Supervision business unit in Saudi Arabia, ensuring all services adhere to KEO standards and contribute to divisional profitability.
- Drive year-on-year revenue growth, market share expansion, and enhanced operating margins through disciplined resource planning, cost control, and improved delivery efficiency.
- Oversee financial performance across projects, including fee management, internal costing, commercial risk oversight, and timely collection of receivables.
- Provide accurate and timely reporting to senior leadership, with clear visibility on financial metrics, operational risks, and business opportunities.
- Strategic Growth & Client Development
- Develop and execute the growth strategy for PMCM/CS services across Saudi Arabia, aligning with broader divisional objectives.
- Lead business development efforts, including opportunity identification, client engagement, bid strategy, and proposal review.

- Oversee complex projects, including large rail and infrastructure programs, ensuring alignment with scope, budget, schedule, and regulatory requirements.
- Chair project meetings, review progress reports, resolve escalated issues, and maintain strong controls over contractor performance.
- People Leadership & Culture
- Build and mentor high-performing multi-disciplinary teams, including the recruitment of senior technical and management personnel.

4. Review Design Manager
We envisage success in this role to include;
- Leading and managing the full design process with a focus on structural engineering.
- Overseeing coordination between structural, architectural, MEP, and other disciplines.
- Reviewing and validating design drawings, technical reports, and shop drawings.
- Ensuring timely delivery of design packages in line with project requirements.

5. Principal Engineer - Wet Utilities

- Monitoring the technical quality of wet utilities projects, such as water supply, treatment and storage, water resource management, flood management etc, to ensure that the projects delivered to Clients are of the highest technical quality and engineering practice standard.
- Being a technical centre of excellence with regards to the knowledge needed in order to perform accurate flood analysis work.
- Reviewing and validating design submissions, calculations, engineering reports and drawings prepared by team members.
- Developing and implementing measures to mitigate project-related financial and business risks, in partnership with Project Managers/Project Directors.
