Job Summary

Contribute to the safety culture of Petro Rabigh by overseeing Safety Management Systems, conducting inspections, risk assessments, audits, and incident investigations, and delivering awareness sessions across the organization.

Key Responsibilities

• Review and develop Safety Management System General Instructions (SMS G.Is) and ensure implementation across all departments.

• Conduct regular compliance reviews with international safety standards (OHSAS 18001, OSHA).

• Deliver safety awareness and training sessions for employees.

• Participate in Risk Assessments, PHAs, PSSRs, JSAs, incident investigations, and safety audits.

• Conduct weekly and monthly site safety inspections and issue daily reports.

• Support incident analysis, root cause investigations, and technical safety assessments.

• Assist in developing Safety KPIs, annual goals, and performance dashboards.

• Develop and enforce safety policies, rules, and educational programs.

Qualifications & Education

• Bachelor’s degree in Engineering.

• 5–12 years of experience in safety engineering for oil and petrochemical facilities.

• Strong knowledge of international Safety Management Systems (Incident Investigation, MOC, PHA, etc.).

• Expertise in fire and safety engineering standards (HCIS-SAF, NFPA, API, IBC, etc.).

• Professional certifications such as CSP, NEBOSH, CFPS, or equivalent.

Department Overview
The Procurement Department (PCD) plays a critical role in driving sourcing strategy and operational excellence. Key responsibilities include processing purchase requisitions, sourcing materials in alignment with business needs, issuing RFQs, purchase orders, and strategic agreements. PCD also manages supplier registration, development, performance monitoring, and supports localization of materials to enhance local content.

Position Overview
The Strategic Procurement Buyer is a pivotal role within PCD, focused on enhancing procurement efficiency through long-term strategic agreements. This individual acts as the commercial contact point for a portfolio of suppliers, ensuring compliance, building supplier relationships, and driving cost-effective sourcing.

Duties & Responsibilities

• Develop and maintain long-term agreements with manufacturers and suppliers

• Establish and manage B2B agreements using the Ariba procurement system

• Prepare, execute, and monitor strategic agreements aligned with sourcing goals

• Process RFQs/RFPs, conduct bid evaluations, issue release orders and manage master agreements

• Perform supplier cost analysis and support budget optimization

• Track agreement performance using KPIs; provide corrective actions where necessary

• Ensure supplier quality, performance, and compliance with standards

• Identify and execute cost-saving opportunities without compromising quality

• Purchase goods to meet customer requirements in terms of quality, cost, and timing

Minimum Qualifications

Key Responsibilities

• Perform or assist in start-up or shutdown of assigned plant and facilities according to approved procedures

• Conduct regular inspections and walkthroughs to ensure efficient plant operation; identify malfunctions and report to Shift Supervisor or console operator

• Respond to emergency or upset conditions, taking necessary field actions such as flaring, blow down, isolation, diversion, and switching, in close coordination with console operator or shift supervisor

• Collect samples and perform chemical and physical tests as required

• Support or assist Shift Supervisor in communications with other sections, contractors, or vendors, and issue work permits

• Perform in-plant housekeeping duties and provide technical guidance to other field operators
