The Organizational Setting
The cooperation provided under the ICAO CDI technical project aims to support the GACA sectors with its commitment to provide efficient and cost-effective safety oversight on civil aviation activities in the Kingdom of Saudi Arabia.
Major Duties and Responsibilities
Function 1 (incl. Expected results)

Air Law Expert (OPAS) will be under the direct leadership and supervision of the Aviation Consulting Manager at the General Legal Department within GACA, which is under the President’s oversight
-
Plan, develop, implement, and coordinate Air Law activities of international organizations
-
Work to protect the legal rights and obligations of GACA by ensuring all contracts and agreements are compatible with International Air Laws and Regulations
-
Draft and review contracts from a legal perspective and prepare legal documents
Airport Electrical Engineering Expert (OPAS)
Qualifications and Experience
Education
-
University degree in electrical engineering or equivalent academic qualifications and training
Professional Experience – Essential
-
Extensive experience at a responsible level in the installation, maintenance, and operation of electrical facilities, specifically for airports, including power generation, electrical power distribution, airfield lighting, and communications
-
At least ten years of design, operation, and maintenance experience in electrical engineering at airports
-
Familiarity with the latest manufacturing and design criteria using modern technologies at airports
-
Experience with electronically operated equipment
-
Knowledge of ICAO and other international electrical standards
-
Ability to plan, develop, and conduct training in electrical facilities and airfield lighting systems
Aerodrome Civil Engineering Expert (Heliport) (OPAS)
Major Duties and Responsibilities

Assist the state civil aviation authority (GACA) in evaluating and approving design reviews prepared by consultants, cross-checking against operational requirements

Review contractors’ and consultants’ work to ensure compliance with contract requirements and assist in coordinated execution of works

Supervise the execution of foundation works for runway and terminal building structures

Monitor construction work against the planned schedule to ensure timely execution and effective implementation of contract agreements

Assess the current capacity and service-level conditions of main airport facilities and equipment, including airside, passenger and cargo buildings, landside and access, and complementary systems

Evaluate pavements conditions index (PCI), surface integrity index (SII), and riding comfort index (RCI)
Fatigue Risk Management Expert (OPAS)
Responsibilities

The ICAO OPAS Officer will be under the direct leadership and supervision of the Aviation Safety and Environmental Sustainability Sector within GACA
-
Administer and execute GACA Fatigue Risk Management System (FRMS), a data-driven system based on scientific principles and operational knowledge for continuous monitoring and management of fatigue-related safety risks

Identify and provide mitigation suggestions to manage potential risks associated with fatigue
-
Manage, monitor, and mitigate the effects of fatigue to improve aviation stakeholders’ alertness and reduce performance errors
-
Develop and implement risk management and safety assurance processes for fatigue
-
Design fatigue-related education and training modules
-
Manage analysis, investigation, documentation, trending, and monitoring of the GACA FRMS for industry stakeholders

Perform other related duties in the field of specialization as assigned

المؤهلات والخبرة-
شهادة جامعية في الهندسة الكهربائية أو ما يعادلها من مؤهلات أكاديمية وتدريب.

خبرة واسعة في تركيب وصيانة وتشغيل المرافق الكهربائية للمطارات مثل توليد الطاقة، توزيع الطاقة الكهربائية، إضاءة المدارج، وأنظمة الاتصالات.
-
خبرة لا تقل عن عشر سنوات في التصميم والتشغيل والصيانة في الهندسة الكهربائية للمطارات.
-
معرفة بأحدث معايير التصنيع والتصميم باستخدام أحدث التقنيات الحديثة للمطارات.
-
خبرة في المعدات الإلكترونية ومعرفة بمعايير ICAO والمعايير الكهربائية الدولية الأخرى.

المسؤوليات الرئيسية-
مساعدة هيئة الطيران المدني (GACA) في تقييم واعتماد مراجعات التصميم المعدة من الاستشاريين، والتحقق من توافقها مع المتطلبات التشغيلية.

مراجعة أعمال المقاولين/الاستشاريين لضمان الالتزام بمتطلبات العقد والمساعدة في التنفيذ المنسق للأعمال.

الإشراف على تنفيذ أعمال الأساسات لهياكل المدارج ومباني الركاب.

متابعة ومراقبة تنفيذ الأعمال وفق الجدول المخطط لضمان التنفيذ في الوقت المناسب والالتزام بالعقود.
